Talk to Hugin's Buttler (located near Hugin outside of the instance) to exchange 1 Temporal Crystal (6607) for 1 Temporal Boots (2499) . You can then upgrade those boots using 5 Temporal Crystal (6607) to the one of your choosing:

Slotting

You can attempt to slot your boots by giving Hugin's Craftsman 5 Temporal Crystal (6607) . The success chance is 60%. You will get new slotted boots without any refine and enchant!
