Safe to Refine Certificate (Ticket) allows the player to instantly refine non-Lv2 Armor / Lv5 Weapon to the refine level stated on the ticket. (For example: Safe to +10 Armor Certificate (6994) will refine any Lv1 Armor from any refine level straight to +10). The NPC "Refine Master" (prontera 189, 175) will take this ticket and allows you to refine one of your currently equipped gears.
