Imperial armor, manteau and shoes can be refined to +9 instantly with Imperial Refine Ticket (Can be exchanged with Schwartz's Honor Token 10 ea)
Imperial armor can be enchanted with Imperial Physical Modification Permit (Armor) and Imperial Magical Modification Permit (Armor).
Imperial manteau can be enchanted with Imperial Physical Modification Permit (Garment) and Imperial Magical Modification Permit (Garment).
If you get unwanted option. You can re-enchant it as much as you want as long as you have Permit to process.
