How?
To make upgrade tickets for weapons and armors you need to upgrade weapons/armors.
If you have a level 4 weapon upgraded to +9 and buy an Exchange Hammer from NPC Red Hugo, you can destroy the weapon and get a +8 upgrade certificate.
You can also exchange several certificates for a higher one.
WHERE?
Weapons
Only Level 3 Crimson Weapons, Level 4 Thanos and Level 4 Vicious Mind Weapons can be used for Weapon Refine Permission Exchange Hammer.
