Message definition (Rune Tablet System)

Rune tablet gives additional effects beside from equipped items. <br>
This system is <span style="color: red;">master account</span> wide, not charbound. <br>
So completing one rune piece on a char will unlock it for all other accounts/characters. <br>
Equipping a Tablet is saved per character. <br>
A Tablet can be also equipped by multiple characters. <br>
